EUGENE, Ore. - The mayor of a small town in Oregon is receiving some attention lately. In this city, all the healthcare is free, the beach is only a couple of blocks from the mountains, and crime is virtually non-existent.

Welcome to Twin Falls, Oregon: The perfect place to live, play and work.

The mayor of Twin Falls, 89-year-old Lou Costa, surely had the right idea when he used his imagination to create his very own town.

"This is all built from scrap, every little thing I've built," said Costa. "It's imagination from whatever you can grab and transform into a building."

While Twin Falls is not a real town, visitors still need a place to stay, and there are hotels in the city that accommodate every need. There are ships made out of Styrofoam and buildings made out of little blocks of wood. It took the retired Transit Dispatcher 6 months to build the city.

"I love cities, I love planning," said Costa. "I love being able to put these streets where they're going and things like that. I don't know, it's just something that I can accomplish."

Costa says he took two years of architect designing when he was younger, but his parents fell on hard times and he wasn't able to go to college.

"I've always looked at it as something easy for me to do," said Costa. "But everybody comes in here, they praise it and say they couldn't do it. I guess it's something special."

However, due to arthritis in his hands, this may be the last city he builds in his free time, but he is not giving up hope just yet.

"I always believe that when I retired, the best thing to do is keep busy," said Costa. "Doing things, building things. But that's where I'm at right now, I don't know what I can do next."

Costa's project is displayed at his home, and Twin Falls is the sixth city he has built. The others can only be found in a photo album.
