How old is too old to trick-or-treat on Halloween?

CINCINNATI (WKRC) - Lawmakers in areas of North Carolina are looking into prohibiting children of a certain age from trick-or-treating.

Apex has had a little-known ordinance in place since 1973 that prohibits anyone older than 12 from heading out to get candy.

According to WTVD, Holly Springs passed a resolution that suggests guidelines for trick-or-treating, including not allowing those 13 and older to participate.
